For a decade he led Porto Digital as CEO, designing the reference architecture for Portugal's national strategy for territorial intelligence (ENTI).

Paulo Calçada is Director of the Territorial Intelligence Center at Porto Business School and founder of Knowledge. Space, a Porto consultancy in strategic knowledge management and AI-driven organisational transformation. He also directs the Advanced Program on Smart Cities and Communities at Porto Business School.

An international expert in open standards and digital sovereignty, he co-founded EuroCloud and served as Vice-President of OASC and Chair of its Council of Cities, shaping interoperable, vendor-neutral frameworks that help territories and institutions retain control over their data and AI.
