Celio Oliveira

Celio is the Chief Data Officer at the Canadian Government, leading enterprise data, AI, information management and digital enablement. He has held senior roles across several Government of Canada institutions.

He is a Fellow of the Future Government Institute, a Canada School of Public Service faculty contributor, and was named among the Global Top 100 Innovators in Data, Analytics and AI in 2025.

A book author, researcher and international speaker, he holds a Master of Information in Human-Centred Data Science from the University of Toronto and an MBA, and works at the intersection of AI governance, public policy, institutional accountability and digital transformation.
